Turkmenistan to blacklist some from leaving, visiting country

ASHGABAT -- A secret order by Turkmen President Gurbanguly Berdymukhamedov that takes effect August 1 will block thousands of Turkmen citizens and foreigners from leaving or visiting the country, the Uzbek-based human rights group Nazhot said in a July 29 statement.
The first part of the blacklist reportedly bars 37,057 Turkmen from travelling abroad. They include citizens under police surveillance and government officials. The second part of the blacklist reportedly lists hundreds of foreigners who cannot enter the country, including human rights activists, journalists and Turkmen dissidents abroad.
