Kazakh prison conditions improve with preparation

GENEVA – Members of the UN Human Rights Council heard March 8 the presentations of UN rapporteurs on prison conditions in Kazakhstan .

“The conditions of detention were much better in Kazakhstan and had improved in recent years, the practice of torture certainly went beyond isolated cases, but was not widespread or systematic, and the Government had cooperated and provided the Special Rapporteur with further information”, Manfred Nowak, Special Rapporteur on torture, said in his report to the Council.

However, Nowak faulted the Kazakh government for making “considerable efforts” to prepare prisons and inmates for his inspections thus defeating the purpose of “unannounced visits”.
